Objection. Germany does NOT have nuclear weapons. There are nuclear weapons on German soil, which do belong to the USA as part of the Nato forces. And they are only at one air base.
Germany is part of the Treaty on the Non-Proliferation of Nuclear Weapons, NPT, and takes it very seriously. Anything Nuclear doesn't fly well with Germans.
We even opted out of nuclear power plants.
Nuclear doesn't fly, until it comes to the benefits of nuclear deterrence. Then it's all good.

Rich is pointing out that historically the USA has used them first.
No modern industrialized nation would launch first; especially now that the effects are firmly grasped.
It is surprising this thread is still going. I thought by now everyone knew by now N Korea sabre rattling is their way of saying "Stop ignoring us and give us free stuff."
So if nato makes it impossible, how could US do it first?

We have no nuclear power plants, we have no nuclear weapons. The nuclear weapons on German soil belong to the USA, get them outta there.... Which in fact will happen, the weapons are 20 Type B61 bombs and should be removed at some point in the future.
The German government demanded the removal of all nuclear weapons from German soil in 2009. More recently in August 2012 the USA offered to modernize the air base, and therefore Germany maintains Tornado Fighter Planes at the base, in case they need to be used... But that's a for now. Initially the air base was supposed to be closed.
Germany has the sovereignty to tell the US to remove their nuclear weapons. This is an ongoing issue and the German people aren't happy with that at all. it long surpassed the fact of annoyance. The war is over since almost 68 years.. At some point the people rightfully say GTFO... Americans are very welcome in Germany. But that doesn't apply to US Military that much anymore. Civilians yes, Army no.
The Soviets removed all their nuclear weapon power from German soil before the reunion happened.
In short, don't make a nuclear power out of Germany, because it isn't.
