So apparently, Luke Smith said in an interview that the weapons (and armor) in Destiny 2 will be having fixed perks, instead of the randomized rolls they do now.

For example, he talked about a legendary hand cannon called Better Devils. Better Devils will always drop with the same perks for anyone who gets it as a loot drop. No more randomized sets of perks that can make the weapon a shit roll, average roll, or god roll. They're doing this to make it easier to balance the weapons in general (as well as try to make sure that all weapons are at least viable instead of most just being dismantling fuel). If a specific weapon is too OP, Bungie can nerf that specific weapon instead of nerfing an entire weapon class or entire archetype within that weapon class. He did go on to say that there will be ways to customize the gun and make it different between players (which most people are speculating the new weapon mod system will play a part in).
They're also doing this to help reduce the loot grind overall. Now, instead of farming for a 1 in 100,000 chance of getting not only the weapon you want, but also a usable perk set on that weapon.....you'll be able to farm for a certain weapon and then know for certain that when it drops, it will have a usable roll no matter what.
This could actually work and be a good thing providing they do several things in conjuncture with it. With fixed rolls on weapons, they'll need to increase the number of weapons available to increase the diversity of what's available to use. Also, they need to balance the drop rates to help compensate for this system of "less grinding, but more guarantees of good weapon drops". They can't make the stuff drop so fast and easy that there is no longer anything to grind for, but at the same time, they can't make the drop rate so abysmally low that people get fed up with trying to obtain something. They'll also need to make sure that whatever they do allow us to customize or change on the weapon, it needs to be meaningful and worthwhile enough to make us actually appreciate it.
Now I know some people will ultimately think this system is bad because "less grinding in a loot based game is bad". And while that's true to some degree, I think most people can also agree that farming something hundreds of times over and over to try and get that god roll on a certain drop so they can be competitive with other players is not fun either. Yes, some people love grinding their faces off. The vast majority don't though, nor do a lot of people have the time to do so.
Also, to help alleviate having less grind in the game, Bungie is stating that they plan on updating the game and adding more content regularly and consistently than what they did in Destiny 2. They state that they have worked on making better creation tools for the game so that they can push out more content faster. So even though there's less grind overall, they're hoping to still keep players engaged with new stuff to do and obtain. Of course, only time will tell if they can pull that off, but here's to hoping they do. I'd rather grind less for gear if that means we get more meaningful content overall as a result.
