Season 13 Tyrannical vs Malevolent ilvl

So, I'm kinda confused as my ilvl 491 2/2 season 12 malev gear will have 70 less pvp power and pvp resilience:

I'm told that the ilvl difference will make up for that difference (main stats, secondary stats, and stam) which i'm willing to believe (still... i really want pvp resilience)...

NOW, What REALLY baffles me though, is that season 13 tyrannical (ilvl 493)

Also has about 61 LESS pvp power and resilience than s13 malev...

Will we be gimping ourselves by upgrading?

As it stands on wowheads ptr season 13 conq gear has 9 more resil/power and barely 2 ilvls worth of stats more than s12 2/2 conq gear... How is that possible??? are those place holder stats? why upgrade to s13 conq gear at all? it's a marginal upgrade at best....

Also, even when 5.3 comes out and the upgrade npc comes back 2/2 tyrannical will have LESS pvp stats than non upgraded s13 malev??????
