    The next step up in GPU would be a 7850 that would cost you about $160.

    I am quite tech oriented but should I have it built somewhere else or should I build it myself?

    It is preferred that you build it yourself, it is cheaper and you also gain some knowledge that can help if something would happen later on.

    With all this, should I be able to play WoW smoothly at 60 fps or so?

    At high settings you should be pretty stable at 60FPS except for 25man raiding where you will drop a bit. (This is with a 7850, with a 7770 it would be a bit lower)
