I'm thinking the Participation % is the cap for the Factions/Servers credit to advancing the unlock %. So maybe once it hits 100% nothing else for the day affects the unlock rate.

Just a guess tho. Going to see if I can find out more.

currently my server were at 23%. alts helped out alot there lol. atm its about 1% every 30 minutes.

When I logged off last night at around 1am server (which is 4 am central) My server was at 16%, so I don't think they are moving at quite the same rate.
