OS X Mountain Lion and Mac App store

I am wanting to download the new OS and trying to do so on the App Store for WoW. But the problem is I have $30 on my account for the U.S. store, but I'm currently living in New Zealand.
A) it won't allow me to add NZ until I spend my $30
B) Can I download the OS version from my U.S. account while in New Zealand, or do I need to spend my $30 dollars and then spend 25$ NZ dollars to add and DL it.

You should be able to buy and download the OS using the U.S. account independent on your current location. OS X itself and most of Apple software does not use any DRM, so there are no checks.

The thing with regions is very annoying but AFAIK they have to do it because of legal reasons (different laws, licenses and taxes in different countries). Anyway, the country thing depends on you billing address/credit card. If your address registered with App Store is still in US and you still have a US credit card (alternatively, you can use gift cards) - you should be able to use the US store without problems.

You can just buy it on the US store with your Dollars.
