Untradable Tier Tokens?

So, we got the tier legs to drop from Ji-Kun, it was given to one player, then about 15 minutes later, was unable to trade it to another player. Bug? Or is that how it is meant to be?

I traded the same exact token to our mistweaver on Saturday, so I bet it's a bug.
