WeakAura for WW Monk 4P - Death Note

Been trying for a good 30min to get WA to work for Monk's 4P which allows us to use Touch of Death on player targets with less than 10% HP. I have been looking on this site and others and only found a WA for 'Touch of Touch' itself, but that's only for NPC targets under my HP.
Posters have said the spell is called Death Note: http://www.wowhead.com/spell=121125
The thing is it not a buff or debuff to me or my target - been testing it in a duel.

Need help please. Essentially I want the Touch of Death icon to pop up when my player targets HP is at or below 10% in pvp combat only.

Not quite, it's
target = target
Health < 10%
and I would do a third:
Status -> Spell Cooldown = Touch of Death; Inverse (checks to see if Touch of Death is not on CD).

I would make the third one first then for it to check your targets' health is below 10%

He wants it for a pvp environment, target=target would work for everything. He needs to check if the target is a player, not the player unit,
