Question about wowprogress/guildox stuff.

I'm just curious. Why is it on these sites, the chinese/korean/japanese characters end up at the top of the ilvl list with a number that doesnt make any sense mathamatically?
For instance:

Most of his gear is 535 ilvl, but the site shows each individual piece of 535 gear as 543 ilvl. in fact almost everything is shown as 8 or 16 ilvl higher then the actual item so it ends up being higher then anyone in the US because of the average being so much impossibly higher.

are ilvl's different on these regions?

Asian realms have higher Ilvl gear than the rest of the servers.
