Can anyone tell me why would anyone, but especially someone like Reece Witherspoon (who is born and bred American), be almost screaming at the top of their lungs "I am a US citizen!" to an American policeman?

Drunk people say and do stupid things. I remember when I worked at Dominos Pizza, when we were about to close, a group of drunks wandered in and demanded pizza.
