This is about what I would go with, while staying in your budget:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

    CPU: Intel Core i5-3470 3.2GHz Quad-Core Processor ($183.56 @ Amazon)
Motherboard: MSI B75MA-E33 Micro ATX LGA1155 Motherboard ($56.98 @ Outlet PC)
    Memory: G.Skill Sniper Low Voltage Series 8GB (2 x 4GB) DDR3-1600 Memory ($60.49 @ NCIX US)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($64.99 @ NCIX US)
Video Card: Asus Radeon HD 7870 GHz Edition 2GB Video Card ($209.99 @ Newegg)
Case: Fractal Design Core 1000 USB 3.0 MicroATX Mid Tower Case ($40.04 @ NCIX US)
    Power Supply: XFX 550W 80 PLUS Bronze Certified ATX12V / EPS12V Power Supply ($54.99 @ NCIX US)
Operating System: Microsoft Windows 8 (OEM) (64-bit) ($89.99 @ NCIX US)
    Total: $761.03
(Prices include shipping, taxes, and discounts when available.)

Note that I kept it in your budget while staying BEFORE MiRs. (Mail in rebates) The price before rebates is $791.03. Get the motherboard from Amazon to save the shipping charge from Outletpc, but you will have to tack on $3 more to the price. Really minimal.

A couple more things to keep in mind are that Intel is coming out with new chips within a few weeks, and Nvidia is coming out with new GPUs. That being said, and the fact that you are waiting a month, prices could see a large change over the coming few weeks.

Not a problem If you were able to save up a bit more for the build, there are some upgrades to be considered.

One more point would be if there is a Microcenter near you. If there were, you could get a pretty hefty discount on the CPU and MB.

Just another option. This one has a better CPU, that would perform better in WoW with a little easy OC. It's effectively the exact same system I have now, and I can run WoW at effectively Ultra with stable 50-60fps. The 3470 may not be able to do that. Either option is entirely viable.
