Prot pala help for hc ji-kun

So my guild is trying to down HC Ji-Kun but our prot pala is taking around 35-40% more dmg then me (BrM Monk) and pretty much going to the ground on 2talon rake stacks where i can take 4-5 hits b4 i die with personal cds only.

So is it just because he fail to use his cds on the rakes or do prot palas take that much more dmg on Ji-Kun?

Any help will be good.
