Heroic Meta Gem - Don't work on Uplift ?

i have some test Courageous Primal Diamond . With my Uplift glyph.

but it didn't work properly.

When clearcasting buff (meta gem buff) is on, i used uplift. and My mana is used.

Why ?????????????????? is it bug? or intended??

Possibly a bug caused by the fact that Uplift normale doesn't cost mana.
