Help choosing some pieces

Hello there guys! First time posting on mage forums, so please bear with me.
So yesterday I got some heroic pieces from Horridon, namely http://www.wowhead.com/item=96399 and http://www.wowhead.com/item=96607.
I currently have the tier pieces in shoulder and head and I play frost. Ergo I have 2 set bonus with the tiers. (Only tier items I have so far)
Question is, might seem nooby, but what is better for frost? I'm highly leaning towards the heroic items, and I'm pretty sure they're superior, but I wanted to check with you guys to see what you think since we're currently progressing Tortos and I wanna be sure with my choices. In essence my question is how good is acctually the 2 set bonus? Thanks for any input!

EDIT: I've gone for the heroic items and they do of course benefit me more with the stats. Still wondering how good the 2 set bonus is though so input on that would be cool
