Why do civilized countries allow barbarians to immigrate in?.

I have never understood why a first world country would allow third world savages to immigrate in. What possible long term benefit could there be?, and why would they risk the safety and stability of their nations for next to nothing?. An example would be Sweden allowing the north africans in.
