    What is the name of this editing effect?

    At about 9 seconds in to this video : http://www.youtube.com/watch?v=cZfUxnRL6VA
    There is a light effect across the icon.
    Any idea on what that would be called? Or where I could learn to do it on either Adobe After Effects, or Sony Vegas?
