Two-Hand staff or Dagger + Off-Hand?

First, here is my armory.

I am currently equipped with Jin'ya, Orb of the Waterspeaker upgraded to 2/2, but I am considering using Regail's Crackling Dagger combined with Lei Shen's Orb of Command.

My questions is: Which setup would give the best dps in the end?

The staff with legendary gem. If you don't have the legendary gem/aren't gonna get it soon, then dagger+orb.

MH+OH typically yields more intellect, as a general rule of thumb that's the best way to go. But for any given individual you'd want to look at your secondary stats and take that into consideration, as well.
