So I'm doing this quest for the second time on my shaman and for some reason Wrathion is not where he should be in his whelp form to start the scenario. He was there on my DK and my faction has unlocked the forge so what is going on.

Yeah, the whelp isnt there. I'm exactly where the object tells me to go to meet him.

Have you done the phase-scenarios?
IIRC, you need to have unlocked phase 4+ before you can do the quest...Fact (because I say so): TBC > Cata > Legion > ShaLa > MoP > DF > BfA > WoD = WotLK

I figured it out yeah, I just had to do the pre scenarios.
