Unfortunately, software development efforts are not generally sped up by piling on more programmers -- particularly a few months before deployment. There is a big learning curve when switching to a new project and your productive people are now spending their time training new team members. Chances are that any programmers transferred off Titan are working on content that is quite a ways off, such as the next expansion.

August 20th is 1 week before Final Fantasy XIV: A Realm Reborn releases. Personal opinions of Square's relaunch are irrelevant, Blizzard has a strong track record of releasing patches around time to pull the wind from competition sales, regardless of who it is.
That's the only reason I'm ball parking late August.
Early-mid September actually makes more sense.
Every raid tier is 6 months (excluding final tiers before new expansions.)
5.2 came out March 7th. 5.4 will be out Early-Mid September.
Late August or early September seems to be the sweet spot. That would mean a 2.5 to 3 month PTR and would equal about 1 year from MoP launch, which is around the time that the last major patch of the expansions has tended to fall:
Wrath - expansion live Nov. 13, 2008, patch 3.3 (ICC) live Dec. 8, 2009.
Cata - expansion live Dec. 7, 2010, patch 4.3 (Dragon Soul) live Nov. 29, 2011.

Probably late August / Early September. I assume they would want progress for top guilds to be complete by Blizzcon so they can actually go.
Absurd, the sooner 5.3 hit live, the longer their customers will have to farm T15 in wait of next expansion.
And one thing blizzard learnt from 10 months of Dragon Soul is that having a forever lasting tier is BAD.
5.3 In late july, early august would be a good timeframe. With the next Xpac announced @Blizzcon (november) with a release between january and april. It will be allready 6 month of last tier. Releasing it sooner wil drive everybody out before Xpac (or blizzard have some crazy bonus content after T15, sunwell style).

I'm shooting for September. I'd be shocked if they let it out before the end of summer. They know their numbers are usually down in summer months because people go on holidays and are off school. It's normally downtime for alot of players I find. My guess is second week of September.
2 or 3rd week of september has been my guess.
Considering the fact that they didn't have to create a completely new set of artwork for the raid as big as throne of thunder, because we already know what orgrimmar looks like? Considering they don't have to create 13 boss models, because 7 of them are already featured ingame?
And taking into consideration that they cannot test VR on PTR, yes, it is a reasonable time frame.

End august is probably about right that would be 11 weeks of PTR which is more than enough
