Don't know if it's been mentioned, but Blizz said that it wasn't going to be quite as effective as BL/Time Warp/Ancient Hysteria, they just haven't changed the tooltip yet.
He is the life of guilds he has never joined.
He once had a noobish moment- just to see what it felt like.
If he were to beat you in a duel, you would have to fight the strong urge to thank him.

Run LFR and you'll see why this item made it back into the game. You either get it at the wrong time, or not at all.
