mobile payment inactive

when i select mobile payment in RP buying section theres nothing there. whats the point of it being there if i cant make a use of it ?

edit: how can i send money from my bank acc to paypal acc ?

Could be deactivated atm. Check your server's status or forum, could be something up in there about it.
