Which part are you struggling on, the Celestial Blessing bit? Or by nerf do you mean the drop rate? The drop rate will be adjusted in 5.4 to help people catch up.
Posting on official forums will get better results.
Also they probably will, they increased the drop rate of sigils.
Gear makes the quest easier if anything I don't see it getting a nerf simply because you can get most of the shit from LFR that's already a thing right there. So practice and keep getting that gear is all I'm going to say to you
They may nerf it in 5.4 who knows.
Legendary has been worthless since late Wrath since blizz releases new items stronger than the legendary
I stopped working on the legendary when they wanted me to kill this Bloodhilt guy, which requires a group. I'm not grouping with people for a stupid legendary. I demand a legendary for antisocial solo MMO players (something with a glow effect please).

Before nerf it was requierd 6000k valor, tideous and long yeh, but worth it so much...felt like i was working for something.

does it give a base line? yes, will it help someone to imrpove dps? not rally, it's human error and RNG which I might add it can not calcurate..it's a robot..

There are strong arguments supporting both sides.
I for example have the cloak on three chars now. I farmed the steps when they were current content, and I was quite suprised when I did the 460/470 lfrs once with my warrior some weeks ago and came out with 8/9 power/wisdom.
So how do I feel, considering I ran hof/toes on my druid five weeks in a row to get my final wisdom? I assume you can imagine that.
On the other side, the legendary procs are quite strong. If you want to start now with wow, and get into a decent guild, you will have a very hard time doing so without the cloak. You can assume it mandatory for heroic progression, and they will consider you only as a secondary choice without it.
Of course this sounds fair, why should someone be rewarded when other people were farming the items throughout an entire expansion?
But there is also the other side. People in your raid will stop playing (especially in the last patch of an xpac), people (you know to excel at playing) will return to wow after a break, you will have to recruit new people.
Re-equipping new people is quite easy when you have content on farm, but they still will underperform a great deal without the legendary cloak.
In previous expansions, someone with the legendary weapons was a great plus, but it was not mandatory. No, with the "volks"-legendary that changed.
To make it unobtainable in reasonable time would have negative impact on new or returning players.
To make it obtainable too fast would have negative impact on people that completed the quest chain when it was tedious.
You can assume there will be nerfs to the quest chain. But Blizzard will have to find a balanced way to do so, to not piss of one of the sides.

It's already more than easy enough to obtain.
Personally, I think even buffing the drop rates further isn't necessary by any means. After all, it's still legendary.
But whatever. They will do it anyway, so that all the FOTM-rerollers and people who weren't interested in playing for half of the expansion still get their shiny cloaks.
