ele shaman eb nerf?

I read on the front page that ele blast was nerfed and I can't find this anywhere on the patch notes. I know LBst was buffed then nerfed by 10% but can anyone confirm the eb nerf?

Lavavurst got only a nerf and EB didn't get nerfed.


So far, the difference to live is:

UF a little buffed (though still not viable for elemental)
+ Healing Tide baseline
FE -10%
LvB -10%

LvB nerf was just reversed so we don't have to worry about that for now.
