5.3 Assassination Stat Priority

With the changes to RPPM has our stat priority gone back to Mastery > Haste?
It was my understanding that the ToT trinkets used RPPM as well as as the new Meta-Gem, but with 5.4 they made changes to way Haste modifies the proc rate with on those items. I assume this means this means Haste is no long as as valuable as it was in ToT once with the trinkets and meta, and I should go back to the older way of reforging, prioritizing Mastery over Haste?
