varian warns the horde not to attack and to "behave". but wouldn't varian going into gilneas be a sign of aggression, provoking the horde too attack?

I don't remember Dustwallow Marsh ever being Horde property. When was that?

Varian seemed to hint that he wanted to focus more on taking the fight to the Forsaken, so maybe something will come out of that. Gilneas looks really awesome in game and is definitely a place I would set my hearthstone if I could.

To be honest, I'd rather have Southshore back. There could be a cool PvP-themed thing where the Alliance gets Southshore back, cleans up the toxic waste dump that it is now, establishes a proper base there (with more fortifications than it had before like walls, etc), and uses it to go back and forth with the Forsaken/horde. I would be VERY surprised if that ever happened in game though.
