Tortos boss was suppose to be in Firelands raid?

Hey everyone, I just can't remember when did I hear it or if it was a fact or just a rumor I remember Blizzard said something about Tortos boss the one in Throne of Thunder currently was originally planned to be a boss in Firelands. Which explains the awesome turtles adds trash mobs in Firelands raid.

Can someone confirm this or was it just a rumor?

There was an interview where they did say they wanted to make a turtle boss for Firelands. That got scrapped like a lot of things during Cata, but they kept those spinning fire turtle trash mobs for fun.
