I saved up some money now and i would like to buy a smartphone , my first one at that , but i don't know what to get
At this moment i am considering the samsung galaxy s4 but I don't know if i should buy it now or wait for the S5
Do you guys have any suggestions (and please leave out Apple as i don't like them)

I just got the HTC One. Love it!

I was debating between the S4 or this phone but I ended up getting this phone due to it's high quality build (among other things). It's made out of metal rather than plastic like most phones.

I'd suggest going to a store and trying out the phones you're interested in first hand though. That's the easiest way to make a personal decision on these things in my opinion.

Ever since I got the Samsung Galaxy S (first one) I have been a fan of the phones!. I currently have the S3 and heard the S4 is awesome.. I would suggest get the S4 Active

Since I like to go against the wind, I'm going to recommend a Lumia series phone.

S series is a bunch of plastic toys that break when you scratch them. Lumia lets you clobber someone to death and then continue with your call.

There's really no market for them anymore. Everything is iOS or Droid.

Personally, I'm loving my Samsung Galaxy S3 (Picked it due to being on a budget when I got the phone), and I've heard the S4 is basically the same thing but with more motion options. The Active is a bit more durable, but otherwise also the same.

That being said, go with the HTC One. Everyone I know who has one of those loves the thing to death. As stated earlier, it's a metal frame/case/whatever, meaning it's a bit more durable on its own. The front speakers are especially good if you plan on uploading movies or listening to music on it, and like the Samsungs (and not the iPhones) it has a microSD slot for increasing the storage memory.

But, I guess if you don't care about not having any jobs so that some greedy CEO can buy another yacht while enslaving thousands worldwide... sure, buy a smart phone.

Many of the common apps are now available for it and more are coming - it's definitely not going away, on the contrary.

I personally can't stand android phones, but since you said you don't want an iphone, I'd go with the s4 like many have suggested. The quality of the hardwarer is pretty decent, while the software (obviously, it's an android phone after all) is buggy and slow. And it's a little too big imo, but that's personal preference so if you have big hands you should be fine.
