Nay. She is depicted with golden/amber eyes. It is an odd one, considering that the Highborne specialised in arcane and not druidic magic, but it's unclear how these sort of things work.
As for the new model, it's good, however the NE female was one of the better ones already. I wonder if they still have some of the silly cheerleader emotes.

I made some tweaks to your blood elf.
Blood Elves don't have as long of heads at Night Elves, and have a sort of "poutier" look

But my first inspiration was Vaanel and his models. But when I tried to make some models in Mdlvis, I just throwed it and said "f... it, let's make some copy'n'paste Frankenstein, maybe someone will make a model like this).

also on the whole highbourne thing the only highbourne who looked weird was the sunstrider line who had rare blonde hair, paler skin, and lighter coloured eyes.
it wasnt the norm though and they make it clear that the sunstriders looked a bit weird compared to the other night elves. it wasnt until they switched to a diurnal life style combined with whatever happened to them in tirisfall plus the sunwell that they started to look different

That looks more red than blonde, but interesting stuff; why lighter coloured eyes would be visible beneath the magic glow is anyone's guess, however. The amusing irony with the Sunstriders is that Dath'remar and his followers left on account, in part, of the courting with demons they saw by the Highborne native to Feralas. It left a sour taste in their mouths.
And yes, high elves please. I'd also much rather see the male models, as I don't tend to play females.
They shouldn't, really, but you're right, at least in the case of female BE. The concept art is a bit more varied, though. Of course, the same applies to the draenei females.

I don't think it's necessarily them smiling, as it is the ends of their lips inherently kinda curving upwards. Hopefully it's just that one face preset though because the original kind of has that smile going on too.
But I agree, WTB more neutral looking neutral faces.

In the Warcraft Magazine Issue 5, when talking about the origns of races, Brann Bronzebeard confirmed that Highborne were physically the same as Night Elves, but added "pastier maybe" after that. Magic tends to alter people, and since Trolls and Elves are susceptible to changes from different kinds of magic, it would make sense if they became a little lighter in some cases of higher use of magic.
Most Highborne would revere Azshara back in the day, and since Eldre'thalas was once the capital of Azshara's Highborne servitors, it would make sense that even today many would dye their hair white/silver like Vashj did. In fact, most fans of lore would probably imagine any Highborne with silver hair in their minds. Dath'Remar had unique reddish hair and a slightly lighter skin tone. However, it was mentioned that green hair was a rare hair color for Night Elves when Malfurion was first described in the War of the Ancients trilogy - clearly they decided to keep the green for Night Elves, but not red. It wouldn't be out of the ordinary if they eventually made different skin/hair colors for Night Elves to look more "Highborne" - such as more silver hair, or a bluer skin tone. I would expect this if they ever made subraces for every race, and Highborne became the subrace for Night Elves (if not High Elves).

As far as I was under the impression, Highborne had white hair and skin, or "silver" if you want to sound poetic. It's "moonkissed" in a society of Moon worshipping people who call themselves the Children of the Stars. This is still seen in Dire Maul or the default Night Elf mage.
Once the white pale flesh and skin of Highborne meant status, but since Malfurion reorganized society around 100 centuries ago, it's now just been bred into the general population.
The blue is only used as artistic impression for shading when it comes to silver white skin and hair in something based on stylized art.
Look at my avatar for an example. I'm not blue. But blue is used for shading something so white it's almost glowing silver under the moonlight.

Go to Dun Morogh, the snow has blue gradients in it just like the supposed blue people are seeing here and being far too literal about seeing.

Silver hair became popular because of Queen Azshara, and many Highborne became known for having it. Common Night Elves (and thus priestesses of Elune) had varying hair colors of blues, purples, and even green (with a few commoners having white/silver hair as well). Common Night Elven skin tones are violet. White eyes, however, signified their relationship with Elune's silver moonlight. Amber eyes were a symbol of great potential/magic.
So, no, lore-wise silver hair had to do with Azshara, not Elune. That was eyes, which are a big thing for several races in WoW, and several different castes/classes.

You mistake me. I'm not saying silver hair exclusively had to do with Elune and not Azshara, it most certainly did have to do with Azshara, but it was still aesthetically connected to their appreciation for the moon and stars. One could infer abstractly through speculation alone that before there was nobility or civilization, the ancient Night Elves saw those traits as indicative of divinity. But this issue is one of both aesthetic sensibility in Blizzard's artists, and actual lore.
Night Elves have fangs and long bushy eyebrows and pointy toes and fingers because they were deliberately given aesthetic design derivative of owls and panthers.
This I would speculate is in the same boat as that.
But that's beside the point. The blue people are talking about here isn't literally BLUE. It's just like in Superman comics where they use blue to show the definition in his jet black hair.
