The removal of reforging wont change anything except what stats you have. Be less concerned about stats and more concerned about core class/spec changes.
The biggest determining factor of your DPS will be how you play, reforging/gemming/enchanting only boost it by artificial value you could say.
That being said, for some classes like Fury Warriors, Rogues, Feral Druids and WW Monks(also BrM Monks), your resource gain is determined by first and foremost by Haste(and Hit for Fury Warriors!). It will be very awkward to play a Rogue for example at 1500 Haste(using MoP expansion values) at the start of the first tier because of bad drops.
DPS is a calculation, there's only one right way to do maximum DPS. There are no "other ways" to play WW, only disagreements about what is the right way. Stat priorities will still somewhat exist (although Amp and Multistrike as stats will make it nearly impossible to sort out), haste will still have caps, crit will still have caps, the only real difference will be how big of an upgrade one item is compared to another if it has different stats. Lack of reforging won't change how any spec plays, just how you acquire gear and how much DPS you can do with the gear you happen to get.
Won't change a thing, just change the gear you go after. Only class changes will change how we play the class.
