I think the main issue with lack of constructive arguments is that most people do not strive after the same goal as the OP.

Op - My assumption is that your goal is to make people more aware of how to debate and what guidelines to follow.

Most people who break these rules - do not try to debate. They are trying to forward an opinion that can be twisted into matters of insanity.

There of - while your post is a good one - it will most likely surmount to nothing.

Funnily enough, some of the things people on here speak against as bad debating are described techniques in The Art of Rhetoric. I suppose there is a place for everything, even if that's not gaming forums.
