Why hasn't this guy been stopped?

He doesn't DDoS random people, he goes after multi-million dollar company servers.

How has this guy not been stopped yet? Do all of these companies just not care?

I don't understand, seeing as this is probably some bored 16 year old who intentionally disrupts hardware and servers. It's really sad to see that just one bored teenager can actually do that.
