Zul'jin was the first thing that came to mind, but he isn't in the game currently is he? Either they're planning to add him, or it's a skin for Zeratul. They have a similarly shaped face-mask at least.

He has Frostmourne in his default and original Arthas skins, his Tier Death Knight skin has just a rune sword.
