It's the Sulfuras/shared FL boss weapons/shared DS rings+trinkets all over again.

I'm not a Warrior but I'm here for everyone to hate me. I have seen 3 Tusks of Mannoroth in the past month. Heroic Warforged on 2/21/14, Normal Non Warforged on 3/18/14, and Heroic Non Warforged on 3/20/14. The Normal mode ones belong to my Holy Paladin, and I received it on her first Normal Garrosh kill in a pug. Screenshots below. Characters who own Tusks in my guild are Planck (H WF), Holy (me, N non WF), and Dexyn (H non WF), all on Kil'jaeden US.

Yes, for every plate wearing class, including tanks, except blood dks (the other Garrosh shoulders are BiS for them) and holy paladins.

To be fair, 3 red sockets means 3 Parry/Dodge or Parry/Mastery gems for a Blood DK, they're probably BiS for Blood too.

Not super relevant but..

Did 2 normal Garrosh kills last night on my 2 warriors

Main Warrior (572) has killed Garrosh HC a few times, nothing fancy besides a non WF weapon.
