Draenei and Panda are the "safe" bets as we have no idea how stat weighting will work and its highly unlikely agi will ever be our worst stat.
But as I said, we have no idea how the stat weighting will work out, other than that they're trying to balance everything well. So really it probably won't matter, but no one can say for sure.
There is merit, as someone else said, for on use racials vs static to win out. Bursting down a specific mob/phase and stacking other CDs with it.
