need help with new gaming build!

hey guys ive recently decided to build a new computer for the release of elder scrolls online in fear that my 5yr old computer will die playing it haha.
generally used for gaming, little bit of video editing and also would like to overclock as well, cheers

    Budget - $1400
    Resolution - 1920x1080
Games / Settings Desired - medium to high settings for WoW, rift and elder scrolls online
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc) - not really, do a tiny bit of video editing
    Country - Australia
Parts that can be reused - none
Do you need an OS? - yes, have always used windows but am open to others
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)? - monitor

Don't get fooled, Windows is the only OS if you want to play games. Though I would recommend getting win7 over win* (shift+8 lol)
