Expert difficulty - how to get it?

Im playing my 1st character, lvl 37 now on hard difficulty and Im pretty bored with it since everything is too easy.
Game dont let me raise difficulty above hard.
I did read that I need level 60 char to unlock master, but what about expert? How to unlock it?

exit game. -> raise difficulty? if that doesnt work just try beating diablo or something and maybe it'll change it.

u should have expert available regardless. and master once u beat the game once. then torment once u reach lvl 60.

Yea you need Torment, but you need to finish act 5 for that :|
