Goblins - Explosives
Gnomes - World Enlarger
I always go for the Gnomes, more fun.
They give different mount as well, though the difference between them are more about taste then anything that will affect your play.
Do they both have the teleporters that make you change race for a period of time?
there's very little difference these days
gnomish: teleports to Gadgetzan (redundant with CoT portal in Dalaran), Toshley's Station
goblin: teleports to Everlook (redundant with Hyjal portal in SW/Org), Area 52
and yes both specialisations have almost the same teleport backfires. only differences are Toshley's Station sometimes turns you into a chicken, Area 52 sometimes leaves you on a floating rock, Gadgetzan sometimes puts you 100 feet in the air and Everlook sometimes sets you on fire
Gnomish does have some fun toys like the world enlarger, anti-gravity thingy I can't remember the name of right now (can use it in combination with glider to get to otherwise unreachable areas sometimes) and shrink ray (sadly most (maybe all?) raid bosses are now immune so no more tiny Ragnaros)
Goblin offers some lower level explosives that were great in Cata but there's no Pandaria equivalent so they're useless now
my advice, go Gnomish for the toys for now. if Goblin gets some fun stuff in WoD it's easy to switch anyway nowdays (thankfully! used to have to relevel the whole profession)
Go for gnomish. They are basicly the same thing but gnomes do it better.
Gnomish have more fun toys at the moment.
Also; if you get transformed in a chicken, you can use a transformation item (e.g. Orb of the Sin'dorei); you'll still have the debuff for the full three minutes, but by turning in something else you can actually mount up and carry on with whatever you were planning to do.
Goblin is a trap designed to ensnare people who don't know yet that engineering explosives are uniformly worthless. But if you don't care about the toys in gnomish, they're pretty much the same.
Well, doesn't really matter anymore than for some toys. Engineering is losing it's place within combat for WoD, and all the stuff you once made for your speciality has almost all become obsolete.
I am normally just Gnomish because my first engineer was Gnomish. Of course, my Goblin character has Goblin Engineering, would be an insult otherwise.
I hope Blizzard ads more difference for the two in Warlords of Draenor.

Goblin isn't the best really, it has bombs, but they don't give much damage and aren't viable really.
The choice comes down to where do you want teleports to? That's pretty much it. I picked goblin because of the Winterspring teleport - handy for the daily pet battle quest there that awards a pet supplies bag. Sure, the Hyjal teleport is close, but for that you need to be in Shrine, SW/Org or Dalaran.
I rarely bother with daily pet quests now but when I do this is the route I take. Pandaria ones first -> cape to SW -> portal to Badlands -> Deadwind Pass battle -> Kara mount farm if still needed that week -> engineering portal to Everlook -> Winterspring battle -> Dalaran ring -> portal to SW -> portal to Uldum -> Uldum battle -> teleport to Black Temple -> Shadowmoon Valley battle -> tabard to Argent Grounds -> Icecrown battle -> Icecrown dailies (3 mounts to go...) -> hearth
Without the portal to Everlook I'd need another way to get to SW for the Hyjal portal. I'm sure it's possible to re-jig the order I do them in to make it work without the Everlook teleport, but frankly, when you're doing these mind-numbing circuits the less you spend travelling the better.

Hmmm hard one, but I'll have to go with Gnomish because of all the cool toys.
