If he hacked his way to a 602 ilvl he would have done more than 14/14N, its an armory bug and reporting the player is stupid

Buy 3k valours worth of items before patch. Quickly gain 1k of valor pre-patch. After patch, login, spend valor, refund items and get 3k valor back.

except bliz stopped this practice way back in cata when people were doing it . Items bought for valour before patches are not refundable when patch goes live

Right, but typically anything changing the VP and VP upgrade system was only done in major patches, not incremental X.X.X patches. It's entirely possible that they didn't reset that with 5.4.8 for some reason

Nope. Doesnt change the fact that there has been hackers on the armory before, reporting him will, possibly and hopefully, give blizz the attention to look at it. Within a minute they can probably see if its legit or not, if its legit, then np, they can go spend time to fix bugs, if is hack ,they'll ban him, i don't see the problem here.

It's a bug. He has only 3 4/4 items, which means he had enough VP before patch and got enough for more upgrades after patch.
