Your fps problems can be a combining factor of alot of things, since your PC is top notch the only conclusion is this.
* Driver issue - directX and nvidia.
* Malware that takes up cpu, check cpu usage where you are having fps problems.(if you need to remove it i like malwarebytes removal tool)
* Resolution, if you bought a 4k monitor then duh. If you runnin 1440p/1600p then yeah you might have some issues there too. Tho if you are runnin 1080p then something is wrong.
One thing, i hope you have your game on an SSD as well. Its a known issue with blizzard games that they use disk memory to "increase" fps ingames tho i assume you got one since the rest of your computer is so good. I am also assuming your power supply is enough, otherwise hardware have a tendency to lower its performance if its not good enough.
Another thing you can try is to use nvidia experience to do your settings for you, it usually works for me.
