I use the solar open on most fights.

After reading through many forums, Its my understanding that I want uptime on NG to be around 80 percent. I found this difficult to achieve on most fights secondary to movement and/or dotting.

any help is appreciated

you need much more haste (10289, you are currently at 6293)

Once you get 10289 haste you'll be able to keep NG up for 90+% of the time.

Also, it's important to remember that you shouldn't spend too many GCDs on dots. Once per eclipse is fine, and once out of it. Try and refresh w/ meta gem or intellect procs if you can, but don't wait for them.

If you get a meta/trinket proc you should generally wait to refresh dots until the last second of the buff, or 1 cast before exiting eclipse, which ever is better will depend on other factors (such as time remaining on the dot, and current strength. Use common sense to determine which is better
