Getting T15 for single Target?

At the moment im trying to get T15 for doing Single Target fights in Siege of Orgrimmar (Juggernaut etc) to make my dps go higher?

Does it make sence that this would get me better single target dps in the fights, thinking of the empowered Verdict.
I've got HC Chest and hands, and then i've got normal head and legs T16, so im not sure if it will be worth it stat wise.

The stat difference would be enough that you should just focus on the gear from siege, even if you don't have a set bonus from t 15.

Think it sims out, that you need to have an equal set of gear from SoO (non-tier) to beat the 4 piece, ie normal for normal, hc for hc, although thats pre-4/4 upgrade change, so I'm not sure how that would change it, but I'm fairly sure that 2pc + non-sets beats out 4pc ToT pretty much no matter what anyway, so its fairly irrelevant.
