Computer Stuck Scrolling Up!

First of all, this issue is not for me personally, but for a friend who can't really read forums due to the mouse scrolling.

We've tried switching out mice, not having any mice plugged in at all, and also disconnecting the drawing tablet (Bamboo, doubles as a psuedo touchscreen). Nothing works.
Also tried updating GPU drivers as was suggested by some when googling, and uninstalling the (primary) mouse's drivers (Razer Deathadder). Didn't work either.

We're at a loss, and she's currently trying to recover the computer from a point three days ago (before the issues began), but what may have gone wrong assuming it does work? How do we avoid it?

Bump, the recovering worked temporarily but then it came back again, without having done anything.

And what have you done with the keyboard?

Run a virus scan. Something this odd may just be a malicious program. Test the keyboard first and rule it out.

Sticky keyboard? Spacebar or Arrow keys specifically.

That would be my thought too, to rule out this possibility unplug the keyboard temporarily.

Also check the Page UP and Page Down keys. This got me good a couple of years ago. Went crazy trying to find the problem and it was just a stuck key.
