It will be detrimental to your boot times as well as to some extent the responsiveness in the OS. In terms of what's better to have there I'd say you're better off having the OS on the SSD and not WoW than the other way around. Personally I got a 480gb SSD for 150$ on sale which I'll be using for a long time forward that holds all of my programs and a 2TB WD for storing movies and such where loading time doesn't mean much.

If you put OS on your SSD, you will notice a great increase in speed and responsiveness of your system. Its better to have OS on SSD than the games imo, all the applications and programs you put on the SSD will run much better as well. Im pretty sure there should be a way to put your OS on the new SSD without reinstalling it, but fresh install is gonna be much better and probably faster to do as well.
Just remember to not fill up the SSD completely, leave about 10-15% of its memory free. Look up some webpages dealing with SSDs, there are plenty, describing how to install and setup your OS so that it runs as fast as possible and takes up as few space on the SSD as possible.

confused why you get fps issues on ultra with the 780.
I am running with the 770 and wow is the only game that is a problem due to it being limited by your cpu.

But best upgrade would be to get a SSD

I would recommend using http://www.cpuid.com/softwares/hwmonitor.html for following the temps/fan speeds, and stuff, of your GPU/CPU/HDD.
