Soul Dance and "total stagger amount"

So made an assumption on one of the new lvl 100 talent: Soul Dance "You are now able to shrug off even spells, such that 30% of your normal stagger amount works against magic damage."

My assumption is by "normal stagger amount" that is the total amount of stagger. Is this correct because from the description its not clear ?

Total stagger being: 20% passive + 20% blackout kick + X% from mastery + 20% Fortifying Brew

Yup, say you have 20% stance + 20% BoK + 10% Mastery + 20% FB = 70% stagger Soul Dance will be 21% Magic stagger.

Not to shabby, considering it's passive and considering Magic Damage usually comes in big, spaced out bursts, giving us ample time to purify.
