Joking aside, since that's a very bad idea from various aspects. You'd break the law. And on another level, he would likely punish the dog for getting his ass kicked.
But yes, what's been said already, contact the humane society, or even calling the cops might do. They involve HS themselves usually.
What's important is, that this needs to go on the records. Even if they cannot do anything right away, it would be noted for further incidents down the road..
Another thing you can do is, film it.. Break out your cell phone and take a video next time you see it.
Essentially, the dog needs to be removed from these people.

There's a difference between scolding a dog and repeatedly kicking it. No, you don't kick your dog. Ever. Regardless.
You can smack him. You can yell at him. You can rub his nose in whatever messes he leaves. You can grab him by the scruff of his neck (generally makes a dog afraid of you, which can get a point across well).

Generally, first world problems is a joke aimed at vain things, like "I was all out of grape jelly today. I had to use JAM", and not things where you're genuinely concerned for someone/something else's well being. Don't make fun of people worried about a dog. I wish more people cared enough.
i would suggest that you mind your own business, a few kicks won't hurt a dog in the slightest, and he might have a good reason for doing it.
