    It is not all ip-ranges of the entire congress that are banned, some of them. I presume its based on certain positions, public pc's(?), ip-ranges previously abused etc.

    There is a reason for it. The #1 poster if I remember correctly is some nerdy swedish botanist, not very fun to write tens of thousands of pages for plants by hand.
    A copy and paste bot that grabs the info from acknowledged institutions and their databases are sane, accurate and time saving
