Low-lvl profession allows the picking up of high-lvl nodes?

I was leveling my 86 Hunter when it hit me that I forgot to level any professions.
After picking up mining and herbing, I proceded to level a few lvls until I got bored and went back to leveling.

To my surprise, I was able to pick up mining nodes and herbs, that were normally for lvl 500+


Is this a bug or is this intented? Because it does not award me the full material, but a nugget or a leaf.
These nuggets or leafs would then combine into 1 full herb/metal after collecting 10 of them.

They added this in 5.2 i think

The developers hinted that maybe they will do this for skinning also if they get code right. Keep in mind though, that many old world nodes are much more valuable than fragments of current nodes.
