Sometimes non-boxed CPU also have a shorter warranty (1 year vs 3 year). The website doesn't say either way... so I have no idea.

No stock cooler would probably be one, but it depends on the dealer you're buying from. They could just be out of the box but never used, they could be used, they could be damaged in some way, whatever the case, it's a previously-owned product. You might want to read what they define "open box" as on the individual dealer's site, make sure it says they tested it to see if it actually works.
It isn't necessarily "Open Box". Open Box is sort of synonymous with "Refurb" or "Returned" or some such, indicating it went out and came back in working order.
"No Box" is usually referring to either "OEM" or "Tray". "Tray" basically means that it's just a ton of CPU's on a plastic container. We used to sell "Tray" CPU's at PC Club. They were usually marginally cheaper, since people wanted bigger heatsinks anyway. It was a method to save $10, effectively. Warranty was the same, for intel stuff anyway. They were all brand new, unused.
