All the original choices are okay for Portugal, and I'd definitely consider getting the R9-280 if it still fits within your budget. Something to note, you might need to call up Microsoft for your country to 'reactivate' Windows, dependent on the key type you use.

    Any sugestions on the motherboard?
    ASRock H97 PRO4 SKT 1150 or Msi B85-G43 Gaming Intel B85?

H97, as you've chosen a Haswell Refresh processor.

    Some more help...

    1st Build ( 598€ ):
    XFX Core 550W
    ASRock H97 Pro4
    Core i5-4690
    8GB DDR3 1600MHz+ 1.5V
    Radeon R9 270X 2GB

    2nd Build ( 620€ ) :
    XFX Core 550W
    ASRock H97 Pro4
    Core i5-4460
    8GB DDR3 1600MHz+ 1.5V
    Radeon R9 280 3GB

    3rd Build ( 633€ ) :
    XFX Core 550W
    ASRock H97 Pro4
    Core i5-4690
    8GB DDR3 1600MHz+ 1.5V
    Radeon R9 280 3GB

What build got a better price-perfomance rating?

between the 1st and 3rd, the R9 280 is like 30% faster than 270x. Now depending where you live it might be 30% more expensive as well. For me they start at 190 to 250-260 respectively so the 280 is indeed 30% more expensive. In your case tho it seems its not the case (less than 30%) so the 3rd would be the winner, they are close, i would grab the R9 280 for the 3gb vram.

Thanks a lot Kostatoo... but What about changing the setup 3 to :

    XFX Core 550W
    Case of your choice
    ASRock H97 Pro4
    Core i5-4590
    8GB DDR3 1600MHz+ 1.5V
    Radeon R9 280 3GB

    I could save a few €

Its up to you, personally i wouldn't bother with an i5 non k cpu and h97 boards. The difference between the ASrock h97 and Z97 Pro4 is like 10-15euro?
Deal is, as an example, with an unlocked cpu when you would upgrade it in 3-4years then overlock will cover the performance difference if that makes sense. So essentially you pay a little more now to save more later.
If you are going for budget build to save then you may wanna look to an i3 4150 or even 4330+H87/B85 combo.
