Working as intended, they would say.

It's either a tier or a tear, take your pick.

As someone who's developed games personally; absolutely yes. Fixing that... man, I'd pity the team that got damnation of repairing that.

I got infracted for quoting bashiok on racial garrison buildings costing us a raid tier, I should make a thread about it next time.

One if we're lucky, several more realistically. That's why the War of the Ancients raid was cancelled, they had to fix a pothole in Dragon Soul. And for the record Abyssal Maw was cancelled because they decided to make all of the content in the game to have a fire version but were unable to make fire water.

    I'm thinking a definite "probably".

It will cost thousands of man-hours and a couple of raid tiers.

No. It probably would take minimal effort to fix.

The water doesn't even need to be there? So they only need to do a simple /delete (unless it's somehow hard-coded / painted into the textures so they would have to re-paint it)?

It's a flaw in the game engine that would require the investigation and alteration of hundreds, if not thousands of lines of code and several months of debugging and cleanup. I'd be surprised if fixing it would only cost a single tier.
